The Accelerator Contact Wizard though enabled by default, can be disabled by selecting |Preferences|Contact Wizard| clicking the |Steps| tab and placing a check in the box entitled 'Turn off the New Contact Wizard'.  In addition, you can enable or disabled new contact duplicate checking which when enabled will check if the contact you are entering already exists in the database.  If the contact is already in the database, you will have an option to modify the existing contact, or create a new one.   

The |Folders| tab can be used to force all new contacts to your My Phone Book folder, the Contact Owners My Phone Book folder, the currently selected (highlighted) folder or list, or all of these folders, by selecting one or more of the appropriate options.
